MMRDA Issues RFP For Appointment Of Independent Evaluation Agency For Resettlement Action Plan Of Mumbai Trans Harbour Link Project
The Mumbai Metropolitan Region Development Authority (MMRDA) desires to appoint Consultants / Non-governmental Organizations (NGOs) for carrying out assessment of the need for assistance for livelihood restoration of resettled PAPs and suggest measures, if found necessary and also carry out mid-term and end-term evaluation of implementation of Resettlement Action Plan (RAP) for Mumbai Trans Harbour Link (MTHL). The period of engagement will be for 12 months. Separate detailed Request for Proposal (RFP) documents including terms of reference and other requirements are provided on http://mmrda.maharashtra.gov.in
Consultants / NGOs interested in providing the above services and satisfying the following eligibility criteria are invited to submit technical and financial proposals in writing along with necessary documents and information as per the requirements of the two RFP documents :
1. It should be an agency registered in India under appropriate statute enabling it to provide the specified services and should have been actively working as a Consultant / NGO for the past at least 5 years.
2. It should have the experience in the assessment of and assistance for livelihood restoration of PAPs and evaluation of the implementation of Rehabilitation Action Plan for at least one infrastructure project of any Government agency in India.
3. It should have at least one senior level social scientist / social worker with familiarity and experience of working on at least one infrastructure project of any Government agency in India involving application of and compliance with social safeguard policies of multilateral or bilateral funding agencies such as the World Bank, JICA, ADB etc.
4. It should have a team of qualified and experienced Social Scientists, Social Workers, Data Analysts, Supervisors and Surveyors.
The technical and financial proposals of agencies fulfilling the above conditions will be evaluated based on the criteria specified in the RFP document and the agency will be selected based on such evaluation. Interested Consultants / NGOs should submit written proposals in hard copies to the Chief, Social Development Cell, 4th Floor on the above address on or before May 20, 2019 by 5 pm.
